What the owners association says about interior work

Palmetto Dunes is one of the few places where the rule is easy to find. The Palmetto Dunes Property Owners Association FAQ says interior work does not need a permit from them. The one exception it names is a dumpster or portable toilet on site, which does need one, even on an interior-only job. Exterior changes are treated differently and need notification at minimum, with many going through review by the Architectural Review Board.

That one line changes how you plan. A kitchen tear-out creates a lot of debris. If your project needs a dumpster at the home, build the permit into the schedule. In a villa building, ask how the debris will leave at all, since a dumpster may not be practical there.

Keep in mind what this rule does not cover. It is about the owners association only. The FAQ itself notes that a Town of Hilton Head Island permit may still be needed, and that you or your contractor should check. If you own in a villa regime, the regime's documents are a separate layer again. Rules can be updated, so confirm with the association before you begin.

Remodeling around the rental calendar

Palmetto Dunes is a resort community, and many homes and villas here earn rental income. That makes time the real budget item. A kitchen that runs three weeks over can cost more in lost bookings than the upgrade you were arguing about.

Work backward from the date guests come back. Cabinets and stone are the long items, so ask for their lead times in writing and do not book demolition until they are firmly dated. Better still, ask if the main materials can be on the island before the old kitchen comes out. If you work with a rental manager, bring them into the planning early so they can block the right weeks.

Ask what the kitchen will look like if something runs late. A remodeler can sometimes phase the job so the kitchen is usable, with a temporary counter, while the final stone is on order.

Choosing finishes for a rental kitchen

Guests are not careful, and nobody expects them to be. Pick things that are simple to clean, easy to replace and not too personal.

  • Counters: quartz stands up well to spills and needs no sealing. See the countertop guide.
  • Cabinets: a stock or semi-custom line you can still buy parts for. Keep a spare door and a can of the paint.
  • Floors: sand is abrasive, so go for a hard or luxury vinyl surface that can take it.
  • Hardware and faucets: plain stainless or well-coated metals, in a standard size that can be swapped out by a handyman.
  • Appliances: common sizes, so a failed refrigerator can be replaced fast in the middle of the season.

Permits and flood rules here

Palmetto Dunes is inside the Town of Hilton Head Island, so the Town's Community Development Department handles building permits. Its renovation checklist shows what a submittal requires. Palmetto Dunes runs from the ocean back to Broad Creek, with lagoons between, so do not assume your flood zone. Check it through the Town's flood page.

A whole-villa renovation is where the Town's 49 percent rule deserves attention. Added together, a new kitchen, baths, floors and systems can add up quickly compared with the structure's value. The Hilton Head Island page explains how it works.

Questions for a Palmetto Dunes remodeler

  • Who applies for the dumpster or portable toilet permit, and how long does it take?
  • Have you worked in my building or a similar one?
  • Where will the workers park and store materials?
  • Which hours can you work, and what about noise rules in my regime?
  • If the unit is on an upper floor, how do the cabinets, stone and debris get up and down?
  • What happens if the start date moves and I have guests booked?

Common questions

Palmetto Dunes kitchen questions

Do I need a Palmetto Dunes permit for a kitchen remodel?

The owners association's FAQ says interior work does not, unless you need a dumpster or portable toilet on site. A Town permit may still apply, and exterior changes follow the association's review process. Confirm with them, as rules can change.

Can a contractor keep a dumpster outside my villa?

Only with the right permission. The association says a permit is needed for a dumpster on site, and your regime may have its own view on where one can sit. Ask your remodeler who arranges this.

Will new finishes help my rental?

We cannot promise an increase in rates. An updated kitchen can help a listing compete, and your rental manager can usually tell you what guests in your building expect. Ask them before you choose a budget.
